**What it does:** Assignment of coastal-facility expert, OHS expert, workplace physician and environmental officer with certificate/validity tracking.

===== Steps =====
  - Add the expert: expertise type, certificate no, validity.
  - A warning appears if a mandatory expert type is missing.
  - Renew experts whose validity expired (red warning).
